Is it still possible to use the new JScript engine with ECMAScript 5 features outside of IE?
Like in WSH and/or HTA?

JScript9.dll is not presently supported for use outside of IE9, HTAs, and Web Browser controls,
so no, it won't be loaded by WSH.
