Under Article 6 of the treaty, it specifies that although Australia (as well as the other claimholders) has jurisdiction over its territory and even any ice shelves connected, it DOES NOT have jurisdiction of the high seas over other countries. This is why their sanctuary is not recognized by many countries, including Japan.
It's very romantic to say "I had on kevlar, which didn't protect me, but my whale-protector's badge saved my life" but I'm afraid I don't buy it. The Japanese coast guard doesn't use armor piercing bullets; not even the US Coast Guard, which deals with Columbian drug boats on a daily basis, use those kinds of bullets in their rifles and side-arms.
