I have released an alpha-quality Windows binary based on the cross-platform code. Do not expect it to be perfect or even good, but if you're curious it does exist here.
Just to add some clarity about the OS X release: it is currently not planned to be released in binary form. It is still very rough, and though it does work more or less perfectly, there is no GUI and you should install dependencies using homebrew or macports.
