Japan needs angry rhetoric about North Korea to legitimatize the enhancement of its already substantial military forces. There is, however, a delicate balance between this tactic and one in which draws the two countries together in a potentially fruitful (and curious) arrangement on economic and security issues. While many will brush this off as simply crazy, it may be worthwhile to toy with this notion and put it up against what Japan has been trying to do diplomatically with North Korea.
