I'm afraid that ubuntu's Japanese extensions are unstable. "archive.ubuntulinux.jp/" on the Japanese site is available, but "Update manager" doesn't access the update data of this site. 7.10 vesion is unstable as same as beta version, right?
why don't you use uim instead of scim? don't you input japanese language using japanese extension?
