Also in my opinion English curriculum in Japan focuses more on obscure grammar rules than effective communication.

Reason is so simple.
Japan is too rich to learn foreign language.
Most of Japanese are learning English not for everyday's life but for just a fashion.
Or precisely,just excuse of not doing anything substantial.
Except a few of elites groups, Japanese have no need to
