lameのソースアーカイブのMakefile.unixにこう書かれています。

# testcase.mp3 is a 2926 byte file. The first number output by
# wc is the number of bytes which differ between new output
# and 'official' results.

最後のcmpコマンドはWindowsのコマンドプロンプトでは
fc /b testcase.new.mp3 testcase.mp3に相当するので
--noresオプションだけをつけてエンコードした結果をfc/bでバイナリ比較すると
相違箇所はrarewareが321、>>429が324、>>433が9です。
