I know this was briefly discussed on the dev builds page, but is check-banner-links
still available as an about:config option? Regardless of performance, I find that it
helps block a LOT of ads that aren’t caught without it.

No, that option has been completely removed -- one reason being the issues it
causes in Firefox 3. You can use Element Hiding Helper extension, it is much
more flexible (and way more useful) than “check links”.
