サクラ側からいろいろおしえてもらって、
Wineのバグジラに報告しました。

Dmitry Timoshkov 氏からの回答によると
以下のとおり、

In Windows an accelerator is a user32 kernel object, like windows and
menus, and an accelerator created in one process is visible to another
one. Wine implements this only for window handles.

Windowsでは、Accelarator Tableは、user32 kernel objectとして、
作成されるけど、Windeでは、そうなっていない。
