URLﾘﾝｸ(sourceforge.net)
によると、
「All content on the project web servers that needs to be written by the project web servers must be world-writable and be placed under the /tmp/persistent directory (create a subdirectory for use by your project files).」
なので、
/tmp/persistent/omaemona
を作って、そこに pukiwiki を置くようにしたところ、編集できるようになったっぽいです。

#注記: pukiwikiを最初に置いたのは私ではありません。
