in which a balance of payments crisis triggered by
capital outflows takes place simultaneously with a
banking crisis.
As Krueger (2002) put it:
“To confront a balance of payments crisis, the appropriate policy
responses entail an exchange rate change, tightening
of monetary policy, and tightened fiscal policy. To
stem a financial crisis, by contrast, entails loosening
of monetary policy, maintenance (or even appreciation)
of the nominal exchange rate, and financial restructuring.
. . . To a significant degree, in the presence
of twin crises, whatever is done to address one
will, in the short run, make the other worse.” [parentheses in original].
