Which one should I use, or does it depend on how I use it?

Well, "health and safety" is a plural subject.
Those almost always take plural verbs; in this case, that's "remain".
But there's a good argument to be made that
health-and-safety is being treated as one concept
(since "health" and "safety" are so closely related),
which would let you use the singular verb, "remains".
